The Ministry of Education collaborated with Global Partnership for Education (GPE) and Asian Development Bank (ADB) to conduct a Sector-Planning training for MOE’s six components on the development of the new MOE Strategic Plan through the managing consultant, the Inno-Change International Consultants Inc. Members of PSS, CMI, USP, NTC, MISGLB and PREL RMI Service Center attended the two weeks training program focusing on developing capacity to conduct education sector wide analysis and diagnosis. Through the ADB RETA 8553 support and funding from GPE, this education sector diagnosis and research study aims to support RMI MOE to draft its education sector plan for the next five years. Through this project, the capacity to plan and manage education services in order to ultimately achieve an improved quality of education services will be enhanced. The workshop was facilitated by Mr. Anders Lonnqvist, a Senior Education expert from Finland. Participants gained the skills and techniques to support detailed analysis of context, policy, cost and finance, system performance and system capacity. Along with that are the skills in assessing the quality, reliability and relevance of data, skills in data processing, skills and knowledge in data analysis, risk management, and cost-benefit analysis. Participants worked in groups through problem trees, brain storming maps, case studies, role playing, group exercises, group discussions, and more. Participants learned concepts and steps when conducting Strategic Planning in Education, the difference between operational and strategic planning, strategic planning cycle, and the 3 stages of strategic planning.

The training also allowed the five MOE components to established Sector Planning Teams (SPT) that will be responsible to collect data on the current education providers (Kindergarten, Primary and Secondary; Institute of Higher Education, Technical Vocation Education Training, and Non-Formal Education; and Kwajalein Education).  The data collected will be compiled and analyze during the second training scheduled for January of 2017.  After the analysis, a comprehensive report on education in the RMI will be shared with the general public at an Education Forum to be held during Education Week in February, 2017.  The result of the public education forum will provide the basis for the next Education Strategic Plan to be written and implemented in SY 2017-2018.
